EXCHANGE OF EXPERIENCE AND CREATING A MODEL OF INTEGRATED SOCIO-ECONOMICAL, SPATIAL AND FUNCTIONAL REVITALISATION PROGRAMME FOR RESIDENTIAL DISTRICTS, RESIDENTIAL GROUPS IN TOWNS ,
WITH EMPHASIS ON RENOVATION AND RECONSTRUCTION OF BUILDINGS
OF ARCHITECTURAL VALUE AND HISTORICAL MEANING WHICH CAN BE FOUND IN THE AREA OF REVITALISATION AND THEIR ADAPTATION TO ECONOMICAL, SOCIAL AND CULTURAL PURPOSES

AIMS OF THE INTEGRATED MODEL OF SOCIO-ECONOMICAL, SPATIAL AND FUNCTIONAL REVITALISATION PROGRAMME: |
CREATING HELPFUL TOOLS FOR STRATEGIC MANAGEMENT, MOSTLY IN ORDER TO CORRECTLY DEFINE PARTICULAR PROJECTS, WHICH WILL CONCERN:
1.
Creating living conditions and infrastructure for development of small and medium enterprises in the ruined districts, cultural and educational activity, including the ones which task is to raise qualifications of residents from previously mentioned areas endangered by social exclusion;
2.
Putting in order urban development's "old tissue" by adequate development of empty spaces in harmony with the surrounding;
3.
Renovation of the buildings of architectural value and historical meaning which can be found in the area of revitalisation and their adaptation to economical, social and cultural purposes;
4.
Improving the functioning structure of the vehicle and pedestrian movement and aesthetics of the public space ; |

5.
Rebuilding and/or renovating the public infrastructure connected to development of tourist , recreational, cultural and sport functions combined with the economical performance;
6.
Creating the safety zones for preventing the criminality in the pathologically endangered social areas of towns. |

The important element of the model will be impelling the activity of local environments and stimulating the co-operation for socio-economical development and preventing the phenomenon of social exclusion in the pathologically endangered social areas of towns by faster economical growth and employment growth as well. Therefore, in compliance with what was agreed during the workshop in Łeba, Poland, at each stage of our scheduled works there will be place for community engagement (consultancy with local community) starting from STAGE IV "Elaborating the initial assumptions to the model of revitalisation".

Furthermore, taking into account the suggestions of partners, which emerged during the workshop at conference in Łeba, Poland (17 Nov 2005) we will tend to work flexibly. That means a certain degree of freedom in putting emphasis on particular stages of the schedule by individual towns participating in this investigative theme. In other words, each of the participating towns may focus more or less, depending on individual needs, on particular stage of the schedule.

Description of the realisation stages:
STAGE I
Background research
The Secretariat of the Interreg IIIC Neighbourhood Programme wishes us to benefit from the expertise of other projects. At this stage we should make a review of realised projects and definition of the results and outputs that can be used in this project. As far as the activities connected to revitalisation are concerned, the outputs we need to search for will come from this particular area, or from the area related to creating development strategy.
STAGE II
Elaborating the analyses of the situation in each town.
Each town, which declared participation in this theme subject has different problems connected to realisation of the development strategy and revitalising the centres of the towns. For the project needs, situation in each town should be defined. Only this knowledge will allow to define needs of town equipment in the strategic documents connected to elaborating for example Revitalisation Programme.
STAGE III
Collecting and elaborating experiences of each town in form of document.
Particular towns, which are interested in this subject, are in different positions regarding town centres. They also present different various levels of expertise when it comes to preparing and implementing development strategies. These experiences need to be gathered and collated into one coherent document.
STAGE IV
Elaborating the initial assumptions to the model of revitalisation
The goal of this subject area will be creation of a model of revitalisation, which can be used by other European towns as an example to follow. Stage IV will seek to develop a set of guidelines that can be followed during elaboration of the model. At this stage we will utilise the outputs of previous stages and their outputs' analysis.
STAGE V
Creating the model of revitalisation
The model of revitalisation should be as detailed to incorporate complex aspects related to the topic of revitalisation. On the other hand, it should also be general to certain extent, so that it can be used as a rulebook for other European towns.
STAGE VI
Revitalisation programme consists of following areas: socio-economical, spatial and functional. Testing of the model will mean to elaborate particular tasks resulting from the programme of revitalisation, and these tasks will concern only one area in the town, for example Łeba and Puck are interested in the spatial area. Probably the tasks from this area will be tested by preparing an urban-planning and architectonic concept or the revitalised area, and by preparation of particular single projects originating from the revitalisation programme.
STAGE VII
Evaluation of implemented areas of revitalisation programme.
The test phase will be permanently monitored and the realised activities will be evaluated. The assessment will be processed continuously and at the end of the testing phase.
STAGE VIII
Drawing conclusions and adding possible postulates after-evaluation to the revitalisation model.
The conclusions resulting from the evaluation process will be a basis to make alterations in the model of revitalisation. This means, that the model will be tested in practice. It will become a tool that had been verified both in the processes of experience's exchange and realisation of particular areas.
STAGE IX
The accepted model of revitalisation is going to be prepared in a way so that it can be utilised in other EU towns.
