Definition of theme

Partnership and governance brings together different people or groups to work towards a common goal. Governance is not ‘government’ and not just about technical or managerial issues – it is more complex and depends on the willingness of all partners to engage, establish trust, show leadership, take shared risks and operate more flexible systems of control. The ultimate goal of good governance through partnerships is usually to deliver some kind of community or physical development in a different way from before. This means it is crucial to ensuring the sustainable development of a community.

There are endless forms of partnerships that can be formed involving stakeholders from the public, private, voluntary or community sectors. Three of the most common kinds of partnership include:

  • ‘Vertical Partnerships’ - joining together different levels of government from international down to local;
  • ‘Horizontal Partnerships’ - which can connect different government departments at the same level, or local governments from a number of different towns; or
  • Public-Private- Community Partnerships’ - where various members and organisations from government, business and community join forces.
